Parties and other Range States are invited to undertake national reviews of the production, sale, use and regulation of mist nets and other nets that are used for illegally trapping wild birds, as an input to the tasks directed to the Secretariat under Decision 15.145.

Decision directed to: Scientific Council

The Scientific Council is requested, subject to the availability of resources, to provide feedback and inputs to relevant draft outputs of the mist nets situation analysis produced under Decision 15.145.

Decision directed to: Secretariat

The Secretariat shall: a) in conjunction with Resolution 11.31 (Rev.COP15) Illegal and Unsustainable Taking of Wildlife, and subject to the availability of resources, undertake a scientific review of the scope and scale of illegal taking and trading of birds across sub-Saharan Africa and Central Asia to enable Parties, policy instruments and NGOs to set appropriate priorities to address the issue; b) in cooperation with relevant bodies of other multilateral environmental agreements, and subject to available resources, build on the 2024–2025 BirdLife International analysis “Assessing the use and impact of nets, including mist-nets, on wild bird populations in Asia” and expand this work to a global level, which may include: i. compiling global data on the use of nets for killing, capturing and trading birds, including the legality of such use, and its impact on CMS-listed species; ii. identifying production and sale locations for mist nets, drawing on existing ringing schemes such as EURING and others worldwide; iii. providing an overview of national legislation and developing guidance for governments and enforcement authorities on the regulation of production, sale, possession and use of mist nets and other nets used for bird trapping; iv. developing guidance for national assessments on the production, sale, use and regulation of mist nets and other trapping nets; v. offering guidance for online and other retailers on the legal aspects of trade in mist nets and other nets that could be used for illegal bird killing, capture and trade.
