Objectives of the meeting
The CMS Secretariat will host a webinar to provide an overview of and receive feedback on a new self-assessment framework to assist Governments in Southeast Asia to monitor and measure the implementation of actions, and progress on interventions to address illegal taking of birds and associated illegalities. While this Monitoring Framework draws heavily from the Scoreboard to assess the progress in combating illegal taking of wild birds developed by the CMS Intergovernmental Task Force on Illegal Killing, Taking and Trade of Migratory Birds in the Mediterranean (MIKT) and the Bern Convention, it is also tailored to the unique socio-cultural setting of Southeast Asian countries and has been developed through consultation with a diversity of stakeholders in this region.
The highlight of this framework is its consideration for the regional and national context of Southeast Asia, recognizing culturally regulated hunting practices in countries in this region, local livelihoods, and national legislation while encouraging adherence to international obligations. Indicators under this framework are also designed to be evidence-based, focusing on data-driven measures of prevalence of the taking of birds, species affected, legal frameworks, enforcement, prosecutions, and international cooperation to guide policymaking on addressing illegal hunting.

Background
Based on the decisions of the CMS Conference of the Parties, the Asia Pacific Illegal Taking of Migratory Birds Intergovernmental Task Force (ITTEA) facilitates concerted efforts and procedures to combat illegal taking of migratory birds in the Asia-Pacific region, in close cooperation with the East Asian - Australasian Flyway Partnership (EAAFP). The CMS Secretariat coordinates the ITTEA thanks to voluntary contributions from the Australian Government, awarded as Champion Plus for Migratory Species.
