CMS and ACBK raise awareness on migratory mammals at the mining forum “Minex Central Asia” in Astana

Bonn, 15 May 2016 - The 7th mining forum "MINEX Central Asia – 2016" was hosted in the capital of Kazakhstan, Astana on 19-21 April 2016. For the first time the Convention on Migratory Species (CMS), represented by Kazakhstan’s largest nature conservation NGO, the Association for the Conservation of the Biodiversity of Kazakhstan (ACBK), participated in a major event organized by the mining industry. CMS and ACBK were also the first two environmental organizations to be represented at this annual meeting, which had over 300 participants from 23 countries. Organized under the slogan “‘Mining and Exploration Industries – prospects and opportunities for creating economic growth”, the Forum brought together government regulators, mine operators, prospectors, geologists, investors, experts, financiers and service companies in Central Asia and beyond.

Mining is associated with dramatic disturbances to the natural environment, which directly affect the local fauna, including migratory species. Besides direct disturbance and mortality at the mining sites, new roads constructed for machinery serving the mine, railways for transporting the material extracted and new fences act as barriers to migration. This linear infrastructure can prevent animals from undertaking movements in search for food and water, which are crucial for their survival in the drylands of Central Asia. Accordingly, it is necessary to take these effects into account and work towards implementing appropriate mitigation measures. This is of particular importance for the conservation of landscape diversity in general as well as the protection of migration routes for migratory species with large ranges such as the Saiga antelope. Solutions and recommendations to address the problem already exist. Urgent action is needed to apply such often very simple and cost effective measures.

Therefore, ACBK organized a small thematic exhibition on migratory mammals, the threats they can face from mining operations and possible mitigation measures.  The CMS information banner on saiga protection under the Memorandum of Understanding concerning Conservation, Restoration and Sustainable Use of the Saiga Antelope (Saiga MOU) was presented together with CMS brochures and other documents.  The publication “Guidelines for Addressing the Impact of Linear Infrastructure on Large Migratory Mammals in Central Asia” was distributed to interested participants. The guidelines were adopted along with the Resolution 11.24 at the 11th Conference of the Parties to CMS, making the application of the principles outlined in the guidelines legally binding to the Parties to the Convention.  They should be applied at the government level and by the extractive sector and financial institutions at national and international levels. In addition, ACBK presented information on its current projects and existing experience of cooperation with the mining sector in the field of biodiversity conservation in the region.

The participation of CMS and ACBK at the 7th mining forum "MINEX Central Asia – 2016" was welcomed by the organizers of the event, who generously provided an exhibition spot free of charge. The exhibition, being quite distinct from any of the others in terms of its theme, attracted a great deal of interest from the representatives of mining companies, who noted the importance of and the need for constant attention to wildlife and nature protection, especially when it comes to mining, a major player in the region’s economy. CMS has previously addressed representatives of the mining sector in a workshop on Minimizing Conflicts between Migrating Wildlife and Mining in Central Asia with a focus on Mongolia, held in 2013 on the Isle of Vilm and will continue its efforts to reach out to all stakeholders, including the industry and the private sector to raise awareness and stimulate the implementation of the Programme of Work for the Central Asian Mammals Initiative

CMSи ACBK повышают осведомленность о мигрирующих млекопитающих на горнопромышленном форуме “МАЙНЕКС Центральная Азия” в Астане

Бонн, 15 мая 2016 года- 7-й горнопромышленный форум "МАЙНЕКС Центральная Азия – 2016 прошел в столице Казахстана, Астане 19-21 апреля 2016. Впервые Конвенция по сохранению мигрирующих видов диких животных (CMS), в лице крупнейшей в Казахстане природоохранной НПО, Ассоциацией по сохранению биоразнообразия Казахстана (ACBK), участвовала в крупном мероприятии, организованном горнодобывающей промышленности. CMS и ACBK также были первыми двумя природоохранными организациями, которые были представлены на этом ежегодном совещании, в котором приняли участие более 300 представителей из 23 стран. Организованный под лозунгом «Горнодобывающая и геологоразведочная отрасли – перспективы и возможности для создания экономического роста» Форум собрал государственные регулирующие органы, операторов шахт, изыскателей, геологов, инвесторов, экспертов, финансистов и сервисные компании в Центральной Азии и за ее пределами.

Добыча полезных ископаемых связана с резкими нарушениями природной среды, которые непосредственно влияют на местную фауну, включая мигрирующие виды. Наряду с непосредственными нарушениями и смертностью на участках добычи полезных ископаемых, барьерами для миграции выступают новые дороги, построенные для машин, обслуживающих шахту, железные дороги для транспортировки добытого материала и новые заборы. Эта линейная инфраструктура может препятствовать перемещению животных в поисках пищи и воды, которые имеют важнейшее значение для их выживания в засушливых районах Центральной Азии. Соответственно, необходимо учитывать эти последствия и работать над реализацией соответствующих мер по смягчению последствий. Это имеет особое значение для сохранения ландшафтного разнообразия в целом, а также охраны путей миграции видов с большими ареалами таких, как сайгак. Решения и рекомендации по решению проблемы уже существуют. Необходимо принять срочные меры для применения таких зачастую очень простых и экономически эффективных мер.

Поэтому ACBK организовала небольшую тематическую выставку, посвященную мигрирующим млекопитающим, угрозам, с которыми они могут столкнуться в результате горнодобывающей деятельности, и возможным мерам по смягчению последствий.  Информационный баннер CMS по охране сайгака в рамках Меморандума о взаимопонимании относительно сохранения, восстановления и устойчивого использования антилопы сайги (Saiga MOU) был представлен вместе с брошюрами CMS и другими документами.  Заинтересованным участникам была распространена публикация “Руководящие принципы решения проблемы воздействия линейной инфраструктуры на крупных мигрирующих млекопитающих в Центральной Азии”. Руководящие принципы были приняты вместе с резолюцией 11.24 на 11-й Конференции Сторон CMS, сделав применение принципов, изложенных в руководящих принципах, юридически обязывающими для Сторон Конвенции.  Они должны применяться на правительственном уровне и добывающим сектором, и финансовыми учреждениями, на национальном и международном уровнях. Кроме того, ACBK представила информацию о своих текущих проектах и имеющемся опыте сотрудничества с горнодобывающим сектором в области сохранения биоразнообразия в регионе.

Участие CMS и ACBK на 7-м горнопромышленном форуме "МАЙНЕКС Центральная Азия – 2016" приветствовали организаторы мероприятия, которые щедро предоставили место бесплатно. Выставка, весьма отличающаяся от других по своей тематике, привлекла большой интерес со стороны представителей горнодобывающих компаний, которые отметили важность и необходимость постоянного внимания к охране дикой природы, особенно в горнодобывающей отрасли, крупнейшего игрока экономики региона. Ранее CMS обратилась к представителям горнодобывающего сектора на семинаре по минимизации конфликтов между миграцией дикой природы и горным хозяйством в Центральной Азии, состоявшимся в 2013 году на острове Вильм,  с уделением особого внимания Монголии, и будет продолжать свои усилия, чтобы достучаться до всех заинтересованных сторон, включая промышленность и частный сектор в целях повышения осведомленности и стимулирования реализации Программы работ в рамках центрально-азиатской  инициативы по сохранению млекопитающих.
