Other agencies or institutions that are not a member of the Committee can participate as observers after approval of its participation by the Chair and Standing Committee members.

Objectives of the Meeting

StC52 will be the first meeting of the Standing Committee since CMS COP13. Thus, its main objective will be to make progress on activities for the intersessional period between COP13 and COP14 in line with relevant COP13 mandates.  Prominent items on the agenda of the meeting include:

  • The Joint Programme of Work between CITES and CMS for the period 2021-2025
  • The Joint CITES-CMS African Carnivores Initiative
  • The Terms of Reference of the Intergovernmental Task Force on Phasing Out the Use of Lead Ammunition and Lead Fishing Weights
  • The Implementation of the Strategic Plan for Migratory Species 2015-2023

Organizational matters

The StC52 meeting will consist of a combination of the following main elements:

  • Plenary sessions by videoconference will be held at the beginning (to set the scene and explain the process, introduce individual agenda items) and at the end of the meeting (to agree on conclusions and way forward). These sessions are expected to have a duration of not more than 2 hours per day. Simultaneous interpretation in English, French, and Spanish, will be provided for all plenary sessions thanks to support from the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety.
  • An online platform will provide an opportunity for participants to make written submissions for relevant agenda items.  The platform will allow participants to engage independently of date and time zone.
  • Meetings by videoconference will complement the plenary session and online platform as needed.

Provisional Schedule

  • Opening plenary sessions: 21 and 22 of September 2021
  • Online platforms and informal discussions: 21 to 27 September 2021
  • Closing plenary session 28 and 29 of September 2021

The exact timing of the plenary sessions will be communicated in due course; however, for technical reasons it will be within office hours in Bonn (09:00 – 18:00 CET).

Agenda and documents

The Provisional Agenda for the meeting and other papers for StC52 will be made available in due course, together with further details of the programme, on the StC 52 page of the CMS website.
