With reference to the proposal for the inclusion of the semipalmated sandpiper (Calidris pusilla) in CMS Appendix I and the inclusion of the polar bear (Ursus maritimus) in CMS Appendix II, submitted respectively by the Governments of Ecuador and Paraguay and by the Government of Norway for consideration by the 11^th Meeting of the Conference of the Parties (COP11) to CMS (documents UNEP/CMS/COP11/Doc.24.1.5 and UNEP/CMS/COP11/Doc.24.1.11), the Governments of Ecuador, Paraguay and Norway  informed the Secretariat of their intention to submit revised proposals at COP11, pursuant to Rule 11 of the COP Rules of Procedure.
