Credentials and Full Powers for the 11th Meeting of the Conference of the Parties

Credentials to enable delegates to represent their country and, if so desired, full powers to sign Memoranda of Understanding (MOUs) must be issued by the Head of State, the Head of Government or the Minister of Foreign Affairs. Credentials and full powers from any other authority will not be accepted. The original document (not a photocopy, scan or fax), on letterhead of the authorizing official, in English, French or Spanish or accompanied by a translation in one of these languages, should be sent to the Secretariat well in advance of the meeting. If this is not possible, it should be presented at registration.

Pending a decision on their credentials, delegates may participate provisionally in the meeting but not vote. However, only delegates whose credentials have been accepted by the Credentials Committee have the right to participate fully in the meeting by, for example, voting on amendments to the Appendices. Therefore, the head of each delegation is requested to ensure that all the members of the delegation are included in the credentials or that the credentials expressly authorize him/her to appoint other members to the delegation.

Signing Memoranda of Understanding

Governments of Range States or partner organizations wishing to sign any of the species MOUs are requested to inform the Secretariat as soon as possible so that the necessary arrangements can be made.

Deadline for submission of Draft Resolutions/Comments on Listing Proposals

Parties are also reminded that the deadline for submission to the Secretariat of any draft resolution or of any comments on proposals to amend the annexes to be considered at the COP is 4 September.

Opening Statements

Parties, non-Parties and partner organizations (MEAs, IGOs and NGOs) have the opportunity of making opening statements respectively at Agenda Item 11.2, 11.3 and 13. Any Party, non-Party or partner organization wishing to make use of this opportunity is requested to make a copy of the statement available to the Secretariat for inclusion in the proceedings of the COP. Statements can be e-mailed to the Secertariat in advance of the Conference or presented as a hard copy or electronically to the Secretariat in Quito.
