2014/021: Proposals to Amend the Appendices of the Convention

The deadline for submission of proposals to amend the Appendices of the Convention is 150 days before the meeting of the Conference of the Parties (Article XI, paragraph 3 of the Convention). As the Eleventh Meeting of the Conference of the Parties (COP11) takes place 4-9 November 2014 in Quito, Ecuador, the deadline expired on 6 June.

The species covered by the proposals received by the deadline are set out in the table contained in Annex I of this Notification. The Party proposing the amendment is also indicated.

The proposals will be discussed at the forthcoming meeting of the CMS Scientific Council (Bonn, Germany 1-3 July 2014) and the decision as to whether to accept the proposed amendments will be taken at COP11.

In accordance with Article XI, paragraph 3 of the Convention, Parties are invited to communicate any comments on the proposals to the Secretariat by 4 September 2014. All comments submitted by that date will be communicated to the Parties by the Secretariat.

The full text of all of the proposals will shortly be posted on the CMS website, in the language in which they were submitted. Thereafter, the Secretariat will publish as soon as possible the texts of all proposals that pertain to Appendix I in English, French and Spanish. As some proposals for Appendix II species are not directly relevant to French- and Spanish-speaking countries, in the interest of economy and in line with established practice, the Secretariat recommends that these proposals be translated selectively. The last column of the attached table indicates the language(s) in which the proposals will be made available.

Should any Party wish a particular proposal to be made available in a working language other than those indicated, it is kindly requested to contact the Secretariat without delay.
