The
CMS Secretariat is the Convention's coordinating body. It
arranges for and services meetings of the Conference
of the Parties (COP), the Scientific
Council (ScC) and the Standing
Committee (StC). Its functions are enumerated
in Article IX of the Convention. For example, the Secretariat
promotes and supports the development of Agreements, supports
and supervises research and conservation projects, disseminates
information and co-operates with governments and partner organizations.
The CMS Secretariat is provided and administered by the United
Nations Environment Programme (UNEP).
Since its establishment the Secretariat has been located
in Bonn, Germany. In 1998, the Secretariat, which had been
previously co-located with the Federal
Agency for Nature Conservation (BfN), relocated
to the United Nations Premises in Bonn, where it has since
resided together with other UN Agencies, such as: UN
Volunteers (UNV), the Secretariat
of the Framework Convention on Climate Change
(UNFCCC) and the Secretariat
of the Convention to Combat Desertification
(UNCCD).
