15 January 2014 - The UNEP/CMS and UNEP/AEWA Secretariats are pleased to announce the release of the Manual for the National Focal Points for CMS and its Instruments. It is a capacity building tool to guide the NFPs of CMS and its instruments on their roles and responsibilities helping them to make a more effective contribution to implementation.. The Manual provides background information on the Convention, responsibilities for NFPs and procedures for negotiation as well as national implementation and national reporting. It also helps NFPs to be fully prepared for CMS-related meetings.
The Manual was developed in response to paragraph four of the CMS COP Resolution 10.6 2012-2014 Capacity Building Activities. It requests the Secretariat to work with the Standing Committee, the Scientific Council and Secretariats of the daughter Agreements and their scientific advisory bodies in developing tools that would strengthen the capacity of CMS Parties. Thanks to the engagement of many experts from CMS Family Secretariats and their Parties, who worked jointly to see this project to the end, this reference tool has been approached from all angles as reflected in its content. Together with the e-community portal, which will also be launched this year, the Manual will invigorate the active participation of NFPs in decision-making, sharing knowledge and wisely managing and executing their numerous tasks related to the Convention and its Instruments.
The Manual is available in all three languages of the Convention and the online version is fitted with hyperlinks that cross-reference relevant passages on a topic, practical examples and useful tips and has checklists at the end of every chapter, making it a very user-friendly online tool. The reference Manual will also be available shortly in printed form to accommodate easy offline use. The production of this tool was supported by the Thematic Programme for Environment and Sustainable Management of Natural Resources including Energy (ENRTP) Strategic Cooperation Agreement between the European Commission and UNEP under the project Effective Implementation of CMS, AEWA and Other CMS Family Instruments across Various Regions and Languages through Capacity Building over the Period 2012-2014. Training workshops shall enhance easy and frequent use of the Manual and thereby improve the capacity of NFPs of CMS and its Instruments.
The CMS Family Manual and accompanying training sessions are relevant for all regions. So far, the funding available has only allowed for one training workshop in the African region within 2012-2014. In the run-up to COP11, further complementary training workshops will take place in other regions, such as Asia and Latin America and the Caribbean.
