Following the Standing Committee (StC)
meeting last week, the Secretariat has agreed with the Chairman
of the StC to post this note on the CMS website explaining
the position on CMS Resolutions and Recommendations for
the forthcoming Conference of Parties in Rome (1- 5 December
The mandatory deadline for receipt of draft
Resolutions and Recommendations (Res/Rec) from Parties is
midnight on 1 October 2008, under Rule 12 of the Rules of
Procedure (RoP) of the CoP adopted at the last meeting in
2005. The deadline we are setting ourselves in the Secretariat
to post Res/Rec (in the language received) on the website
is Wednesday 15 October ( ie 14 days after the deadline
for the receipt of drafts from Parties ).
Attached is a list indicating the state of play on all
the draft CoP9 Resolutions (or Recommendations) of which
the Secretariat is currently aware.
The following procedure is being adopted
in respect of Res/Rec arising from papers submitted (mainly
by the Secretariat) to CoP9. Where text for the substantive
part of a Res/Rec is suggested clearly in the conclusion
of an existing (Sec't) paper for CoP posted before 15 October,
then it is proposed to consider this to be adequate - ie
the final text can then be prepared during the meeting of
the Conference of the Parties. Several Res/Rec fall into
that category in the enclosed table.
For those Secretariat-drafted Res/Rec where
the paper will not be ready in time, the lead author will
prepare and post a core text of the Res/Rec before the deadline
of 15 October.
It has also been agreed with the Chairman
to propose that the deadlines for submitting or posting
Res/Rec are NOT applied to the Standing Committee or to
the Scientific Council in respect of output from their meetings
in November, which may submit later drafts to the CoP. However
in both cases these should only deal with topics covered
under the ScC or CoP provisional agendas. (The CoP RoP will
need to be amended accordingly on 1 December to cover this
