At its third meeting the Conference of
Parties to the Convention on Biological Diversity (CBD COP)
requested the Executive Secretary, in consultation with
the Secretariat of the Convention on the Conservation of
Migratory Species of Wild Animals (CMS), "to evaluate
how the implementation of that Convention can complement
the implementation of the Convention on Biological Diversity
through its transboundary co-ordinated and concerted action
on a regional, continental and global scale" (CBD COP,
Decision III/21).
At CBD COP IV, the UNEP/CMS Secretariat
submitted a progress report entitled "Linkages and
Co-ordination Between the Convention on the Conservation
of Migratory Species of Wild Animals and the Convention
on Biological Diversity" (UNEP/CBD/COP/4/Inf.22/Rev.1).
Under Section IV (Conclusions) COP IV was requested to postpone
the consideration of Decision III/21 until COP V "because
the implementation of co-ordinated plans has not yet advanced
far enough satisfactorily to explain to the CBD COP, as
requested in its decision III/21, paragraph 7(b), the usefulness
and effectiveness of the complementary work under CMS".
At the fifth meeting of the CBD COP, the
UNEP/CMS Secretariat submitted a study (UNEP/CBD/COP/5/INF.28)
providing the factual basis for the respective CBD and CMS
Conferences of Parties, the secretariats and individual
Contracting Parties to identify some of the complementarities
between the two instruments.
The
study was commissioned by UNEP and the CMS Secretariat and
is entitled A Guide to the Complementarities Between the
Convention on Migratory Species and the Convention on Biological
Diversity, by Lyle Glowka of Biodiversity Strategies International.
In particular, it is hoped that the study will contribute
to a better understanding of:
During CBD COP V the study was presented
on different occasions: The author, who attended the meeting
himself, explained in detail the results and outcomes of
the report in a workshop which dealt exclusively with his
survey. The essentials of the study were also illustrated
by means of an exhibition which coincided with the official
launch of the new UNEP/CMS poster. Representatives of the
relevant conventions opened the exhibition which could be
visited throughout the Conference.

III/21, takes note of the United Nations Environment Programme/Convention
on Migratory Species study on the complementarities between
the Convention on Migratory Species and the Convention on
Biological Diversity (UNEP/CBD/COP/5/INF/28);
7. Requests the Executive Secretary to
take the study into consideration and, in collaboration
with the Secretariat of the Convention on Migratory Species,
to develop a proposal on how migratory species could be
integrated into the work programme of the Convention on
Biological Diversity, and the role the Convention on Migratory
Species could play in the implementation of the Convention
on Biological Diversity with regard to, inter alia, the
ecosystem approach, the Global Taxonomy Initiative, indicators,
assessments and monitoring, protected areas, public education
and awareness, and sustainable use, including tourism;
