The Agreement on the Conservation
of Small Cetaceans of the Baltic and North Seas (ASCOBANS)
is one of the Regional Agreements established under the
Convention on the Conservation of Migratory Species of Wild
Animals (CMS). The Agreement is an international treaty
that aims to conserve all species, subspecies or populations
of toothed whales (Odontoceti) except the sperm whale. The
Secretariat will be part of the Agreements Unit which is
co-located with the Secretariat of the Convention in Bonn,
Germany, and will be administered by the United Nations
Environment Programme (UNEP). The Agreement Secretariat
promotes, inter alia, the Agreement, facilitates the exchange
of information and services the meetings of the Agreement
bodies.
FUNCTIONS:
The incumbent, in general, is responsible for executing
the functions of the ASCOBANS Secretariat, ensuring its
efficient operation and reporting on Secretariat effectiveness
to the Meeting of the Parties to ASCOBANS, on staff (1 half-time
assistant, as of 2003 1 full-time assistant), accounting
and administrative matters to UNEP, via the Agreements Unit
Administrative and Fund Management Officer and the UNEP/CMS
Executive Secretary. The Secretariat's functions include
the organisation of sessions of the Meeting of the Parties
and the meetings of other Agreements bodies, and establishment
and/or maintenance of contacts with governments and intergovernmental
and non-governmental organisations, exchange of information
and implementation and promotion of the Agreement. In particular,
the incumbent will perform the following duties:
- represent ASCOBANS at national and international level,
liaising with heads or senior members of
governmental institutions and inter- and non-governmental
organisations with a view to seeking support
an new membership of the Agreement;
- arrange and provide Secretariat services (including production
of documents) for sessions of the
Meeting of Parties and the Advisory Committee, including
any further subsidiary working groups which
may be set up;
- stimulate proposals to improve the implementation of the
Agreement and seek support for national and
international cetacean conservation related projects,
taking the lead where this is desirable or
necessary;
- report to the Parties, through the organs of the Agreement
and with regular communication, on the
progress of the Secretariat;
- actively pursue public awareness-raising through the media,
both nationally and internationally,
stimulating proposals for international events;
- provide input to the UNEP/CMS Administrative and Fund
Management Officer on all matters relating to
personnel and finance for the Agreement's budget;
- supervise the part-time Assistant regarding direction
of the work programme.
- Liaise with the:
- UNEP/CMS Executive Secretary on organisational matters,
in order to prevent conflicts in work
priorities in the CMS Secretariat; report to the
UNEP/CMS Executive Secretary also on
personnel-related matters including annual staff-reports.
- Secretariats of other CMS Agreements, either through the
CMS Secretariat or, where appropriate,
directly in all matters of common interest.
Qualifications:
Advanced university degree in environmental studies,
biological sciences, law, or related discipline with some
exposure to administration management or comparable level
of knowledge, abilities and skills as a result of long term
experience. Six years of experience in national and/or international
institutions. Diplomatic skills and an understanding of
international relations and of technical and scientific
issues relating to cetacean conservation and management
will be needed. An ability to promote the Agreement through
effective communication. Familiarity with the UN System
desirable. Fluency in English is required, being the working
language of the Agreement. Knowledge of other languages
used by the United Nations is desirable.

- Plus 60 days paid leave every two years; education grant
up to $9,750 per child per academic
year for expatriates.
