In accordance with the provisions of Article XI of the Convention, the Governments of Argentina, Australia, Bulgaria, Congo, Democratic Republic of the Congo, France, Kenya, Malta, Monaco, Paraguay, Spain, Tajikistan, United Kingdom, Ukraine have submitted proposals for amendments to Appendices I and II of the Convention for consideration by the eighth meeting of the Conference of the Parties. They are initially made available for downloading in the original language in which they were submitted. Translated proposals will be progressively posted, as soon as they will become available.

In accordance with Article XI, paragraph 3, of the Convention, Parties are requested to communicate any comments on the proposals to the Secretariat by 21 September2005. Thereafter, the Secretariat will communicate to the Parties all comments submitted by that day.

** Proposals for the same amendment have been submitted independently by the Governments of Bulgaria, Democratic Republic of the Congo, Kenya, Malta and Ukraine. Contacted by the Secretariat, proponent governments agreed to consider the proposal of amendment as submitted jointly by them all. Proposals from Bulgaria, Kenya, Malta and Ukraine were submitted in English and were based on a draft discussed by the Scientific Council at its 12th meeting. They have been unified by the Secretariat in a single proposal (II/1a). The proposal submitted by the Democratic Republic of the Congo was submitted in French and includes information complementary to the one included in the proposal from the other proponents. The Secretariat decided to transmit it to the Parties as a separate document (II/1b).
